Home Remodeling and Coastal Construction in Malibu, CA

Malibu is one of the most beautiful and most demanding places in California to build. Homes sit between the Pacific and the Santa Monica Mountains, exposed to salt air, fog, steep terrain and wildfire. Every project here has to be designed for all of it.

The Short Answer

Most exterior work in Malibu, including additions, exterior remodels, decks and grading, requires a Coastal Development Permit from the City of Malibu under its certified Local Coastal Program. Materials must also be chosen for salt air and marine-layer moisture, and many properties fall in fire hazard zones that require Chapter 7A wildfire-resistant construction.

Building in Malibu: What’s Different

Coastal Development Permits

Under the California Coastal Act, most development in the coastal zone needs a Coastal Development Permit, and the City of Malibu issues those permits under its certified Local Coastal Program. In practice, interior-only remodels may be exempt, but additions, exterior changes, decks, grading and many major remodels require one. The city also has specific rules for major remodels, including thresholds for how much of a home’s exterior walls can be removed before the project is treated like new construction. We confirm the right permit path with the City of Malibu before design is finalized.

Geology, septic and access

Many Malibu properties rely on onsite wastewater treatment systems rather than city sewer, and hillside or bluff-top lots often require geology and geotechnical review. These factors can limit how much a home can grow and must be addressed early. Narrow roads and steep driveways also affect deliveries and staging, which we plan into every schedule.

Designing for Malibu’s Climate

Malibu experiences three distinct kinds of weather stress, sometimes in the same year:

  • Salt air and marine layer. In spring and early summer, the marine layer can keep surfaces damp for much of the day. Combined with salt spray, it corrodes ordinary fasteners and hardware quickly. We use Type 316 stainless fasteners, coated or stainless connectors, marine-grade hardware and sealed exterior assemblies.
  • Santa Ana winds and wildfire. Malibu has been affected by major wildfires repeatedly, including the 2018 Woolsey Fire and the January 2025 Palisades Fire. In fire hazard zones, we build to Chapter 7A with Class A roofing, ember-resistant vents, tempered glazing and fire-resistant decking.
  • Winter storms on steep terrain. When winter rain arrives, it often comes in concentrated storms. Drainage, slope protection and well-flashed openings are essential, particularly on hillside and canyon properties.

Featured Malibu Project: Oceanview Deck and Balcony Rebuild

In 2024, we rebuilt an oceanview deck and balcony in Malibu, replacing a structure that had spent years exposed to salt air and coastal moisture. The new deck was designed around corrosion-resistant connections and careful attachment to the house, so the homeowners could keep enjoying the view with confidence. Expert Tip for Malibu Homeowners

Start permitting in winter so you can build in the dry season. Coastal Development Permits and geology reviews take time, and starting the process in the off-season means construction can begin when the weather is most reliable.

Frequently Asked Questions

Do I need a Coastal Development Permit to remodel in Malibu?

Interior-only work is often exempt, but additions, exterior remodels, decks, grading and many major remodels require a Coastal Development Permit from the City of Malibu.

What materials last best near the ocean?

Type 316 stainless fasteners, coated or stainless connectors, marine-grade hardware and sealed exterior finishes hold up best to salt air and marine-layer moisture.

Do Malibu homes need wildfire-resistant construction?

Many Malibu properties are in fire hazard severity zones, where Chapter 7A requires fire-resistant roofing, vents, exterior walls, glazing and decking for new construction and additions.

Can I build an ADU in Malibu?

Yes, subject to coastal, septic and site constraints. A recent state law requires agencies with a certified Local Coastal Program to decide on ADU coastal permits within 60 days of a complete application.
